DISPOSITION OF REMOVABLE BARRIER The present invention relates to a removable barrier device intended more particularly to be arranged around the containment basin of a nuclear power plant when operators are introduced around the containment basin to perform maintenance operations. Periodically, it is necessary to interrupt the operation of the heart of one. nuclear power station to carry out maintenance operations. In order to prevent the fall of operators, tools and parts in the containment basin, commonly called swimming pool, it is customary to mount around it barriers that will be left there for the time of interruption. The barriers comprise a base generally consisting of two legs having a lower end secured to a base for fixing the ground barrier. The bases are pierced with holes to receive screws going into the ground to fix the barrier. To reinforce the fixing of the barrier, it is provided under the base of the centering pins intended to penetrate into housings in the ground. Interventions in the containment are very constrained, particularly with regard to the duration of the intervention in order to limit the radiation dose received by each operator, the use of tools that may fall into the containment basin. The tools must be subsequently decontaminated. The installation of the barriers, which requires the installation of screws, is relatively long and leads to significant exposure of the operators responsible for this installation to radiation. In addition, the screws and the screwdrivers may fall into the containment basin where they will have to be retrieved. It goes without saying that the removal of the barriers makes the operators incur the same risks. In addition, the successive installations and withdrawals eventually lead to wear of the threads which must be redone periodically. An object of the invention is to provide a means for accelerating and simplifying the installation and removal of a removable barrier device, in particular in such a way as to respect the constraints related to the interventions in nuclear plant containment enclosures and other strongly constrained. For this purpose, there is provided, according to the invention, a removable barrier device comprising at least one base provided with means of its attachment to the ground and a housing for receiving at least a portion of a base of the barrier. The device comprises means for locking the leg portion in position in the housing. The locking means are attached to the device and comprise at least one lock movable between a locking position and a release position of the base relative to the base and a manual control member of the lock. Thus, the base is permanently fixed to the ground and the installation of the barrier is summarized in the engagement of the leg portion in the housing of the base and its locking therein. The barrier can therefore be installed and removed quickly without the need for a tool and without risk of loss of elements. Advantageously, the device comprises at least one elastic element for returning the latch to its locking position. This makes it possible to secure the installation of the barrier by the automatic return of the lock in the locking position. According to a particular embodiment, the lock is mounted on the base in such a way that in the locking position it extends projecting into the housing and in the release position it is retracted from the housing, said base part being provided with a latch receiving housing in the locking position. The weight of the barrier is thus limited, most of the locking means being mounted on the base. Preferably, the lock is carried by a support plate mounted on the base for sliding in a direction perpendicular to a direction of introduction of the leg portion in the housing of the base. The locking means have a simple structure and the operating mode of the locking means is reliable. Advantageously, the support plate carries at least two latches parallel to one another. The mechanical strength of the locking means is increased. Preferably, the receiving housing of said leg portion has a lateral opening for passage of a barrier portion projecting from said leg portion and, preferably, said leg portion is a leg, the gate having at least one at least two feet, and said protruding barrier portion is a plinth extending between the two legs of the barrier. The plinth helps to stiffen the barrier and is a spacer between the feet ensuring the maintenance of their spacing. Other features and advantages of the invention will emerge on reading the following description of particular non-limiting embodiments of the invention. Reference is made to the accompanying drawings, in which: FIG. 1 is a perspective view of the rear of a double base of a removable barrier device according to the invention, FIG. front assembly of a removable barrier device according to the invention, - Figure 3 is a perspective view of the front of a double base of this device, - Figure 4 is a view similar to the figure. 2, but from behind, of this device, - Figure 5 is a perspective view of the rear of a single base of the device. With reference to the figures, the removable barrier device according to the invention comprises two barriers generally designated 1 and bases generally designated 50 and 80. Each barrier 1 comprises two legs 2 forming a base. The feet 2 are here each formed of a bar of rectangular section and are arranged in such a way that one of the long sides of their section extends opposite a large side of the section of the other leg 2. Between the upper ends of the feet 2 extends a handrail 3 and between the lower ends of the feet 2 extends a baseboard 4. The baseboard 4 is offset laterally with respect to a median plane passing through the feet 2 and extends laterally projecting from them. The handrail 3 and the plinth 4 form spacers between the upper ends and the lower ends of the feet 2 respectively. Each barrier 1 further comprises two intermediate rails 5 connecting the feet 2 between the handrail 3 and the plinth 4. The bases 50, two in number, are each a single base connected to a single foot 2 and the base 80 is a double base connected to two feet 2 each belonging to one of two adjacent barriers 1. Each base 50 comprises a plate 51 having a lower surface forming a base plate and a top surface on which is fixed a fixed frame 52. Bores 66 are formed in the plate 51 of the base 50 to accommodate screws for fixing the base to the ground. The armature 52 comprises three plates 53, 54, 55 perpendicular to the plate 51 and spaced apart from each other. Between the plates 53 and 54 is defined a housing 56 having a width greater than the thickness of a foot 2 (small side of the section thereof) and a length less than the width of a foot 2 (large side of the section of it). The housing 56 here comprises an upper opening 57 and a lateral opening 58 allowing the introduction of the foot 2 into the housing 56. The lateral opening 58 forms a lateral opening for the passage of a portion of a barrier projecting from the wall. lower end of the foot 2, namely the baseboard 4. Two stops 59 extend between the plates 53, 54 on one side of the housing 56 opposite the lateral opening 58 to come into contact with the lower end of the foot when the latter is in position in the housing 56. The plates 53, 54 have bores 60, 61 facing. Between the plates 54 and 55 are fixed rails 62 parallel and here of circular section. A support plate 63 of locking means is mounted to slide on the rails 62 between a locking position in which the support plate 63 bears against the plate 54 and an unlocking position in which the support plate 63 is retracted towards the plate 55. The support plate 63 is thus mounted on the base 50 to slide in a direction perpendicular to a direction of insertion of the foot 2 in the housing 56 of the base 50. Elastic return elements 64, here coil springs , extend around the rails 62 to return the support plate 63 to its locking position. The support plate 63 here carries three latches 65 parallel to each other and perpendicular to the support plate 63. The latches 65 have an end fixed to the support plate 63 and a free end so as to extend in the extension of the holes 60 , 61. When the support plate 63 is in its unlocking position, the free end of the locks 65 is received in the corresponding bore 61. When the support plate 63 is in its locking position, the free end of the locks 65 is received in the corresponding bore 60, the holes 61 receiving a central portion of the locks 65. The locks 65 are thus mounted on the base 50 of such that in the locking position they project in the housing 56 and in the release position they are retracted from the housing 56, the holes 60 forming receiving housing free ends of the locks 65 in the position of locking. A portion of the support plate 63 extends laterally from the rear of the base 50 to form a handle 67 for gripping the support plate to bring it into the unlocking position and constituting a manual control member of the locks 65. The base 80 is symmetrical with respect to a median plane perpendicular to the barriers 1. Each half of the base 80 on either side of this median plane is identical to a simple base 50 and is therefore composed of the same elements identified in FIGS. 3 and 4 by a numerical reference increased by 30. It will be noted that the plate 83 and the plate 81 are common to the two halves of the base 80. It is understood that the bases 50, 80 are fixed permanently on the ground and that the establishment of each barrier 1 requires that the operator: - brings the locks 65, 95 of the bases 50, 80 concerned in the unlocked position in s' opposing the force of the elastic elements 64, 94, - engages the lower ends of the feet 2 in the recesses 56, 86, - releases the handle 67, 97 so that the elastic elements 64, 94 return the support plate 54, 84 in the locking position, the latches being then engaged in the holes 60, 61, 90, 91 and in the holes formed in correspondence in the lower ends of the feet 2. The removal of the barriers is done by reverse operations. The barriers and bases are here made of stainless steel. Of course, the invention is not limited to the embodiments described but encompasses any variant within the scope of the invention as defined by the claims. In particular, the latch can be mounted to pivot between its two positions. The device may be devoid of resilient biasing means of the lock in the locked position, this arrangement is however less secure because the locking results from an additional voluntary action of the installer of the barrier. It is possible to produce a device according to the invention by a kinematic inversion of the embodiment described. The lock is then mounted on the base and the home slot on the base. The lock can be mounted directly on the base without the interposition of a support plate. The base can be fixed to the ground, or on any part fixed to the ground, by any means and in particular screwing, bolting, welding, sealing, bonding, riveting ... The base and the barrier can be made by any means and in particular by welded construction, stamping, forging, bolting. The base and the barrier may be in different materials from those described and in particular other metals. The base may comprise only one foot and more particularly a central foot and the device can therefore comprise only one base. The manual control member may be a handle mounted directly on the lock or on a lever for direct or indirect drive of the lock.

Claims (9) [1] 1. Removable barrier device comprising a barrier provided with at least one base portion, the device further comprising at least one base (50, 80) provided with means for its attachment to the ground (51, 81, 66, 96) and a housing (56, 86) for receiving at least said leg portion (2) of the barrier (1), the device comprising means for locking the leg portion in position in the housing, the locking means being attached to the device and comprising at least one movable latch (65, 95) between a locking position and a position of release of the base relative to the base and a manual control member of the latch, the support plate (63, 93 ) carrying at least two locks (65, 95) parallel to each other. [2] 2. Device according to claim 1, comprising at least one elastic return element (64, 94) of the lock (65, 95) to its locking position. [3] 3. Device according to claim 1, wherein the latch (65, 95) is mounted on the base (50, 80) so that in the locking position it extends projecting into the housing (56, 86 ) and in the release position it is retracted from the housing, said base portion (2) being provided with a latch receiving housing in the locking position. [4] 4. Device according to claim 3, wherein the latch (65, 95) is carried by a support plate (63, 93) mounted on the base (50, 80) for sliding in a direction perpendicular to a direction of introduction. the foot part (2) in the housing (56, 86) of the base. [5] 5. Device according to claim 4, wherein a portion (67, 97) of the support plate (63, 93) extends in lateral projection of the base (50, 80) to form a handle constituting the body of manual command. [6] 6. Device according to claim 1, wherein the housing (56, 86) for receiving said leg portion has a lateral opening (58, 88) for passage of a portion (4) of barrier projecting from said base portion (2). [7] 7. Device according to claim 6, wherein said base portion is a foot (2), the barrier having at least two feet, and said protruding portion of the barrier is a baseboard (4) extending between the two feet of the barrier. [8] 8. Device according to claim 1, wherein the manual control member is a handle (67, 97). [9] 9. Device according to claim 1, wherein at least one hole (66, 96) is formed in the base to accommodate a fixing screw.
